Commissioners, who are appointed by judges, provide “general supervision of all fiduciaries admitted to qualify in such court or before the clerk thereof and make all ex parte settlements of their accounts.”  Virginia Code § 26-8. 

Each Commissioners maintains their own office, and charges fees [set by the Circuit Court] for their services .
